安徽合肥城市发展项目招标公告

1、中华人民共和国政府已从亚洲开发银行得到了一笔贷款，用于支付合肥市十五里河污水处理厂二期工程项目的费用支出，并计划将一部分贷款用于该项目设备采购合同项下的合理支付。

2、中技国际招标公司（作为“招标代理”）受合肥城建投资控股有限公司（以下简称“买方”）的委托对下述项目进行招标。凡能承担机电设备和相关材料供货的合格承包人均可提交密封投标

3、本次招标将采用亚行单阶段、单信封的采购程序进行，采用国际竞争性招标。所有合格的亚行成员国均可参加投标。合格的投标人应具有招标文件要求的足够的财务和技术能力。投标人应满足：

(1) 投标人的注册资金不低于1000万美元（或同等金额的其他货币），近三年2009,2010和2011年每年的营业额不低于1380万美元（或同等金额的其他货币）；

(2) 国内单个投标人或联营体成员方应具备政府主管部门颁发的进出口企业资格,并且其经营范围须涵盖所投货物，国内代理公司不能作为联合体主办方；

(3) 国内单个投标人或联营体成员主办方应具有相关政府部门颁发的机电安装工程施工总承包一级资质；

(4）投标人在近5年内至少完成过2个不小于5万吨/日II级处理的污水处理厂工程的设备供货及安装，其中至少一个合同金额不小于550万美元（或4000万人民币），并且其中至少1个应已投入正常运行。

6、 所有投标书应于2012年11月8日北京时间上午9:30时前递交到合肥市阜阳路17号（原合肥市委办公楼）二楼开标室，届时将在合肥市阜阳路17号（原合肥市委办公楼）二楼开标室举行公开开标仪式，投标人应派代表参加，所有投标人应提供投标保证金，具体金额详见招标文件投标资料表。迟到的投标书将被拒绝。

7、买方、招标代理对投标人标书的准备或递送的费用将不承担任何责任。

8、在评标过程中，亚行国内优惠将按照投标人须知条款的规定适用。

2328-PRC: Anhui Hefei Urban Environment Improvement Project

1.The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Hefei City Shiwuli River Wastewater Treatment Plant Phase II Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Maintenance Equipment.

2.The China International Tendering Company (the Procurement Agent, hereinafter referred to as “ITC”), authorized by Hefei Construction Investment and Holding Co., ltd (hereinafter referred to as “the Purchaser”), now invites sealed Bids from eligible Bidders for the supply of electromechanical devices and related materials for the second phase of Hefei City Shiwuli River Wastewater Treament Plant.

3.International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries. Qualified supplier with adequate financial and technical abilities as per the bidding document is required. The bidder should have:

(i)The registered capital shall not be less than USD 10 million or same amount in other currencies; the turnover of each of the recent three years 2009,2010 and 2011 shall not be less than USD 13.8 million or same amount in other currencies.

(ii)For bidder from within P.R.China, License of import/export issued by responsible departments of the government, indicating its scope of business covers the bid goods (for the single entity or each party in a JV). The local Agent does not act as the leader in a JV.

(iii)Class A qualification of the general contracting of mechanical and electrical installation engineering construction (for the single entity or the leader party in a JV).

(iv)The bidder shall have completed the equipment supply and installation of at least two sewage treatment plant projects with the treatment capacity of no less than 50,000 tons /day secondary treatment of sewage in the past five years, the contract value of one of which shall be no less than US$ 5.5 million (or RMB 40 million), and at least one of which has been put into normal operation.

6.Bids must be delivered at the address given below on or before 9:30 am (Beijing time) on 8 November 2012. All Bids must be accompanied by a Bid Security in the amount specified in the Bidding Document (Bid Data Sheet). Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address given below at 9:30 am (Beijing time) on  8 November 2012.

7.Hefei Construction Investment and Holding Co., ltd will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8.In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
