(Changle based) Responsible for establishing and administering the organization’s short, medium and long term financial strategy according to the business strategy; plans, organizes and directs all financial activities and policies including the management of accounting and financial planning, fiscal procedures, internal auditing, treasury, and cost control. May also direct and supervise IT activities.
Duties and responsibilities:
Coordinate and direct accounting with policies, procedures and accounting systems for proper accounting practices, controls and services in the organization.
Coordinate with the Project Finance Team to ensure a smooth handover for every newly signed project.
Direct and review all periodic financial reports. Report to the top management of the organization and Financial & Internal Controller of South China Region.
Direct forecast of expenditure, revenues and cash flows; manage financial resources to ensure health cash flow.
Develop and maintain general relationships with banking and insurance.
Provide direction and assistance to the local Finance team regarding accounting and budgeting policies and procedures, efficient control and utilization of financial resources.
Check and ensure compliance of Finance and Accounting activities in the organization with the South China Region, local and national government requirements, policies and procedures, including external auditors and the tax bureau.
Coordinate internal control procedures and policies within the operational projects in South China Region.
Coordinate internal audit assignment with the South China Region.

Degree holder majoring in Accounting, Finance, Economics or related discipline.
Minimum 10 years solid financial experience with at least 2 years public accounting experience, regional experience preferred.
Good understanding of Greater China market and the financial control for public utility corporation.
Mature, focused and analytical with the confidence to interact with senior management and make measured decisions which may have far-reaching implications.
Excellent communication skills with fluency in English and Mandarin.
Numeric conscious, culturally sensitive, eye for details and ability to management / lead a finance team.
